How the staffing star feeds the one big number.

Start with a base, then add or subtract a topping. The overall star isn't an average β€” it's a base plus adjustments.

#The real idea

Overall rating = start from the Health Inspection star, then:

  • Staffing 5β˜… β†’ +1; Staffing 1β˜… β†’ βˆ’1 (2–4β˜… = no change). Note: the old "4β˜… gets +1" rule was removed in 2022 β€” only 5β˜… adds now.
  • QM 5β˜… β†’ +1; QM 1β˜… β†’ βˆ’1.
  • Bounded 1–5.

So a 1β˜… staffing rating is an active βˆ’1 penalty on the overall number, and clearing to 2β˜… simply removes that penalty (it doesn’t add a star by itself).

Health Inspection base 3β˜…

Say its Health Inspection base is 3β˜…:

1β˜… staffing β†’ βˆ’1  β†’  3 βˆ’ 1 = 2 overall (before QM)
fix to 2β˜…   β†’ penalty gone β†’ 3 overall (before QM)

Removing the βˆ’1 lifts the overall rating without touching inspections or QM.

1β˜… staffing = βˆ’1 overall. Clearing to 2β˜… removes the penalty β€” that’s usually the whole reason the climb is worth funding.
