How the staffing star feeds the one big number.

Start with a base, then add or subtract a topping. The overall star isn't an average β it's a base plus adjustments.
#The real idea
Overall rating = start from the Health Inspection star, then:
- Staffing 5β β +1; Staffing 1β β β1 (2β4β = no change). Note: the old "4β gets +1" rule was removed in 2022 β only 5β adds now.
- QM 5β β +1; QM 1β β β1.
- Bounded 1β5.
So a 1β staffing rating is an active β1 penalty on the overall number, and clearing to 2β simply removes that penalty (it doesnβt add a star by itself).

Health Inspection base 3β
Say its Health Inspection base is 3β :

β penalty gone β 3 overall (before QM)Removing the β1 lifts the overall rating without touching inspections or QM.
#Remember this
1β staffing = β1 overall. Clearing to 2β removes the penalty β thatβs usually the whole reason the climb is worth funding.
