Staffing is the jellybean count: hours and turnover are numbers, scored against one national, frozen lane set — identical in Maine or Texas. Health Inspection is the drawing contest: surveyors judge, and homes are ranked within their own state, so inspection stars are relative to state peers. (QM is national like staffing.)
